Local developmnet strategies in the EU. The case of LEADER in rural development


In its Handbook on promoting Good Governance, one essential element of good governance defined by the EU is: 'decentralisation and local government reform/capacity building to promote and institutionalise participation at the local level with a focus on local power structures and resources'. In the White Paper the European Commission focuses on the need to involve stakeholders in programming and project delivery and on decentralised management in policy delivery. One group of stakeholders explicitly targeted by the Commission are at the local level. This is in accordance with one of the EU?s basic principles, subsidiarity, which guide its policies.
